Prioritizing Women and Family Issues Based on Security Governance Using Multi-Criteria Decision-Making

Abstract

Women and families, as key social strata and institutions, play a crucial role in advancing cultural, social, and economic goals and have always been central to development programs. This study is based on an examination of the country's high-level policy documents concerning women and family issues, alongside the formulation of executive mechanisms at the national level as a proposed solution. The current applied research method is based on documentary studies and multi-attribute decision-making techniques, focusing on the women and family issues system. First, the women and family issues system was analyzed through higher-level documentary studies and then categorized into ten security-related axes. Subsequently, these issues were prioritized based on their importance and expert opinions using the fuzzy Delphi technique. Subsequently, using the Full Consistency Method (FUCOM), the weight of women and family issues was determined, and
the priority of these issues in achieving security across each of the ten axes was established. Prioritization of women and family issues and the development of basic strategies were based on the mission, major goals, implementation mechanisms, and requirements of a proposal aligned with general women's policies. The conclusions of the current research proposals include outlining the role of women in the economic, cyberspace, media, family and child-rearing, scientific, and cultural spheres.
