Abstract

During the past four decades, Iran has experienced various ups and downs in the demographic challenge. The transformation of the birth rate from 6.8 in the 60s to the current rate of 8.1, on the one hand, and challenges related to internal and external migrations, on the other hand, were the reasons that led to the formulation and communication of population policies in 1993 by the leadership. The extent of these policies, in addition to requiring direct implementation strategies, also requires some kind of cultural planning among efficient institutions in this field. One of these cultural institutions in the social structure of Iran is the systems of seminaries, which by having powerful departments in the fields of education, research and culture through religious propagation, can play a dynamic and efficient role in this field. Although the more serious and organized entry of this institution faces internal and external obstacles; But it seems that by planning to remove these obstacles on the one hand and being aware of the massive capacity of this institution, we can hope for its positive efficiency. This article has tried, along with identifying the institutional and partial capacity of seminaries in the realization of population policies, to show guidelines in this regard
