What role or roles should the government play in the field of culture? Part of the answer to this question depend on the ideology that governs political systems. In this regard, the intellectual frameworks and basic views of political systems can be examined Which is in short or detailed in their documents such as the constitution or the views of their leaders. The present article, following the answer to the question posed within the framework of the Islamic Republic, focuses on the views of the late Imam; Because he, as the founder of the Islamic Republic, in addition to theorizing, has also been responsible for structural design and its guidance and leadership Or has played a role in its processes, and therefore, referring to his thought, in determining the domains and areas of role-playing of the institutions of the system, is an inevitable necessity. In this regard, the views of the Imam in the two books of Velayat-e-Faqih and Sahifa, Both have the ability to express and explain political issues and community management And the former is mainly concerned with governmental thought, and the latter contains their cultural ideas has been studied and explored by analytical method. The analysis of the information contained in the studied texts indicates five central concepts, such as the roles of the Islamic State in the field of culture.These are: conceptual definition and delimitation of culture, cultural guidance and leadership, society -centered culture, cultural policy-making and cultural supervision and monitoring.
