In the contemporary global landscape, women's security has emerged as a pivotal challenge for human societies, attracting significant attention from policymakers, legal institutions, and academics. The paramount importance of this issue is highlighted by the fact that governmental policies concerning women can directly influence the legitimacy and public acceptance of states. This study aims to conduct a rigorous comparative analysis of two distinct paradigms addressing women's security: the framework derived from the Holy Quran and the model promoted by post-1945 international documents. This research employs a descriptive-analytical methodology. This involves a systematic examination and critical comparison of the underlying principles, foundational assumptions, and proposed mechanisms for ensuring women's security within the Qur'anic text and the body of relevant international instruments and declarations. The investigation reveals several key findings. First, the Holy Quran presents a coherent framework that situates women's security within the sanctity of the family institution, firmly upholding their inherent dignity. This paradigm is supported by three core mechanisms: (1) sanctifying the family as the foundation of a healthy society; (2) defining complementary gender roles aligned with the inherent disposition (*fitrah*) and distinct nature of men and women; and (3) establishing explicit ethical codes and legal boundaries (*hudud*) to protect human sanctity. In contrast, international documents, which prioritize the concepts of absolute gender equality and non-discrimination, have inclined towards a model of permissiveness and the erasure of distinctions between male and female roles. The comparative analysis reveals that the international approach, by separating sex from gender and marginalizing biological realities, has effectively promoted the assimilation of women to a male-standardized norm. This paradigm implicitly grants masculinity a position of normative primacy. Conversely, the Qur'anic framework unequivocally affirms the equal spiritual worth and intrinsic value of both <br />men and women, while consciously recognizing and integrating their natural differences into a complementary social structure. Furthermore, the international model's promotion of absolute equality and sexual liberalism has been found to contribute to gender insecurity by legitimizing non-normative sexual behaviors and creating role confusion, potentially undermining women's inherent dignity. The study concludes that the Qur'anic paradigm, with its emphasis on ethical boundaries, familial structures, and respect for inherent differences, provides a more holistic and sustainable framework for ensuring comprehensive security for women. In contrast, the prevailing international approach, despite its stated objectives, exhibits significant contradictions and unintended consequences that may exacerbate insecurity. This research strongly emphasizes the urgent need to fundamentally reevaluate dominant global paradigms and advocates for serious consideration of the comprehensive, dignity-centered Qur'anic model as a viable alternative for formulating effective policies to achieve lasting security for women.
